The Information Communication Technology (ICT) is under rapid growth and contributing towards the development aspects and economic growth. Ironically, there are majority of the parts even in Asia which has not an access towards these technological advancements. For majority of people using terminology like ICT in Asian region are likely to fire a bullet in dark sphere. This exists due to the lack of appropriate policy despite the access of some other infrastructure and resources.

Though current days has achieved the digitalized form of technology which is helpful to store and carry lots of information in small electronic portable devices. In context of majority Asian regions, it is limited to some of the urban citizens and to above middle class people. Having information is just not limited to know something rather it is power and more extensively its money too. The economy of a nation is centralized in the periphery of city areas. Due to lack of appropriate policy in different parts of Asia like in Nepal the current way of consuming and entertaining the ICT has been enriching the class gaps.

The majority of people have no idea on computers and internet in Asian regions though they have heard the name but they don’t know what it does. However, nowadays mobile phone users have increased but they use it just to maintain social relations. At the current scenario of global village, ICT can be best tool to educate, to empower the people of each class, community, gender and ethnics groups. It has wider influence to preserve the heritage; publicize it and marketing it; and also to gain and restore cultural identity and promoting tourism regardless of frontier. It also contributes an individual and society to make healthy practices and live healthy lives. The Human Right practices are another significant subject to have global outreach where the ICT, as quick gateway for information and knowledge in current context, can play crucial role to sustain it.

One major aspect is that, in most of the Asian countries the practices development policy hardly cohere ICT for the long term and short term plans and projects. Until, there would not be the uniformity in planning associating the ICT in this era the particular country or region cannot grow faster with balanced development to have knowledgeable and ethical minds to utilize it.

The global march towards the right to information and freedom of expression should be regulated in policy, and law of the country should serve it. It is just not about the information rather entire concerns towards the fundamental human right. At the same time, regulatory bodies of the nation should have strong regulation towards the right to privacy as well. Some rumours, propagandas and quite personal affairs are circulated as misuse and misunderstanding of freedom of expression which affects thousands of individuals’ lives and life styles. On other part, it even threats internal state mechanism and the diplomatic international relations.

My realization of the above mentioned concerns are the major operational crisis where there are higher need to envision upcoming Asian scenario to see at new height with balanced development associating ICT which can contribute to build a prosperous, healthy, less discriminative and well informed generation within global village with equal approach to information and resources. The policy on ICT should have such strength where an expert can contribute to promote the easy access along with best and healthy practice of ICTs to leap for rapid development and growth, at the same time the policy should be capable of discouraging possible mass deception activities and ill practices of it.
